Former Woolwich Mayor Todd Cowan guilty of breach of trust

The former mayor of Woolwich Township has been found guilty of breach of trust.

The Record reports that Justice Michael Epstein concluded Todd Cowan “intentionally provided false information”, to the township when he expensed five meals he ate with his girlfriend.

Cowan has maintained that he dined at a conference in Ottawa in 2013, with Kitchener-Conestoga MPP Michael Harris and the mayor of Brant County.

Both testified they had no meals with Cowan.

Cowan faces a maximum sentence of five years in prison, but his lawyer may seek a discharge. He was found not guilty of a fraud charge.

His sentencing is set for July 18th.
