			<content:encoded><![CDATA[<p>A second man charged in the death of a Hamilton father who took two men on a test drive is due in court today to face a charge of first-degree murder.<span id="more-544069"></span></p>
<p>Tim Bosma&#8217;s remains were later found burned beyond recognition at a Waterloo Region farm belonging to one of the suspects and police say they still don&#8217;t have a motive for his death.</p>
<p>Police say 25-year-old Mark Smich was arrested in his hometown of Oakville on Wednesday morning, about an hour before a memorial service for Bosma began in Hamilton.</p>
<p>A Toronto man, 27-year-old Dellen Millard, is already facing charges of first-degree murder, forcible confinement and theft of a vehicle. His lawyer has said his client will plead not guilty.</p>
<p>Police say the suspects are the two men they allege Bosma took for a test drive in the pickup truck he was trying to sell online and the search continues for at least one other suspect.</p>
<p>Millard is scheduled to appear in court via video on June 13.</p>

<p>Waterloo Regional Police say they were called to a residence last night about a dispute between a man and his parents that ended with the man leaving the home with a sawed-off shotgun.</p>
<p>Police converged on the Dumfries Conservation Area off Dunbar and, after 3 hours, made an arrest without further incident.</p>
<p>A 34-year-old man is being held in custody.</p>

<p>The piece heaps particular praise on Communitech for helping transition the community from an economic base heavy on manufacturing and farming to high tech in just 20 years.</p>
<p>It points to the fact the region now boasts in excess of 1,000 start-ups and says there are several reasons for this incredible growth.</p>
<p>The article lists lower costs to set up a business here as compared to larger centres such as Toronto, but it says being close to that city and its industrial base is also a bonus.</p>
<p>It also credits the University of Waterloo as playing a key role in the transformation.<br />
RIM co-founders Mike Lazaridis and Jim Balsillie are also singled out for offering their time and expertise to those just starting out in the field.</p>
<p>Balsillie is quoted as saying, &#8220;What I try to do is to expose these folks to the technological realities of commercialization and growing globally.&#8221;</p>

			<content:encoded><![CDATA[<p>MOORE, Okla. &#8211; All that is left of Shayne Patterson&#8217;s three-bedroom home is the tiny area where his wife hunkered down under a mattress to protect their three children when a tornado packing winds of at least 200 mph slammed through his neighbourhood.</p>
<p>Patterson vowed to rebuild, likely in the same place, but said next time he will have an underground storm shelter.</p>
<p>&#8220;That is the first thing that will be going into the design of the house, is the storm shelter and the garage,&#8221; he said as he looked around piles of bricks and plywood where their home once stood.</p>
<p>Patterson&#8217;s home was among as many as 13,000 homes damaged or destroyed Monday when the twister plowed through the Oklahoma City suburb of Moore. About 33,000 people were affected, officials said, though the number left homeless was still unknown because most of the displaced were believed to have been taken in by relatives; only two dozen or so have stayed overnight at Red Cross shelters.</p>
<p>Officials estimated the damage could top $2 billion.</p>
<p>At the same time, more details emerged on the human toll, including heartbreaking stories about the final moments of some of the children who were among the 24 people killed. One elementary school was reduced to rubble when the tornado hit. Another was heavily damaged.</p>
<p>While anguish over the deaths was palpable as residents began picking up their shattered neighbourhoods, many remained stunned that the twister didn&#8217;t take a higher human toll during its 40 minutes on the ground.</p>
<p>&#8220;The tornado that we&#8217;re talking about is the 1 or 2 per cent tornado,&#8221; Oklahoma Department of Emergency Management Director Albert Ashwood said of the twister, which measured a top-of-the-scale EF5 with winds of at least 200 mph. &#8220;This is the anomaly that flattens everything to the ground.&#8221;</p>
<p>The medical examiner reported that six of the children who died at the Plaza Towers Elementary School suffocated after being buried under a mass of bricks, steel and other materials as the building collapsed. A seventh child who perished there, 8-year-old Kyle Davis, was killed instantly by an object — perhaps a large piece of stone or a beam — that fell on the back of his neck.</p>
<p>The first of the funerals is to take place Thursday morning, for 9-year-old Antonia Candelaria, who also died at the school.</p>
<p>With all of the missing now accounted for, response teams transitioned into cleanup and recovery, and authorities formally allowed residents back into the damage zone Wednesday to start the monumental task of rebuilding their lives.</p>
<p>Moore Mayor Glenn Lewis said Wednesday he would propose an ordinance in the next couple of days to require all new homes to have storm shelters.</p>
<p>The town already has some. After a massive tornado tore through a nearly identical path in 1999, the city provided incentives like federal grant dollars to help residents cover the costs of safe rooms. This time, though, Lewis thinks it is necessary to compel people to include them in all new construction.</p>
<p>The scale of the destruction is also bound to mean higher insurance premiums for homeowners, said Dan Ramsey, president of the Independent Insurance Agents of Oklahoma.</p>
<p>&#8220;Three years of hail bombardments of apocalyptic proportions and then this? It has to result in some give someplace,&#8221; he said.</p>
<p>Residents clearing massive piles of debris were also trying to get hold of essentials like mobile phones and prescription drugs lost in the destruction. Cellular service providers set up mobile retail outlets and charging stations. At least one was offering free phone calls and loaner phones.</p>
<p>Insurance companies have also set up emergency operation centres to take calls from people trying to get prescriptions filled and handle other health care needs.</p>
<p>Elsewhere in town, several hundred volunteers took it upon themselves to clean the city cemetery, which was covered in debris, so it will be ready for Memorial Day. Some veterans are buried there and it&#8217;s where the town&#8217;s residents gather on the holiday, placing flowers and flags among the gravestones.</p>

			<content:encoded><![CDATA[<p>ORLANDO, Fla. &#8211; A Chechen immigrant shot to death in central Florida after an altercation with an FBI agent had several ties to that of one of the Boston Marathon bombing suspects who authorities were questioning him about at the time.</p>
<p>Ibragim Todashev&#8217;s Chechen roots and mixed martial arts background mirror that of Tamerlan Tsarnaev, the Boston bombing suspected killed in a shootout with police last month. The two also had lived in the Boston area.</p>
<p>Todashev, a 27-year-old mixed martial arts fighter, was fatally shot by authorities early Wednesday at his Orlando home during a meeting with the agent and two Massachusetts state troopers, authorities said. The agent was taken to a hospital with injuries that were not life-threatening.</p>
<p>Three law enforcement officials, speaking on condition of anonymity, said Todashev had lunged at the FBI agent with a knife. However, two of those officials said later in the day it was no longer clear what had happened. The third official had not received any new information.</p>
<p>The FBI gave no details on why it was interested in Todashev except to say that he was being questioned as part of the Boston investigation. However, two officials briefed on the investigation said he had implicated himself as having been involved in a 2011 triple-slaying in a Boston suburb that authorities believe may have been connected to Tamerlan Tsarnaev, the 26-year-old Boston bombing suspect killed in a shootout with police days after the April 15 terrorist attack.</p>
<p>Public records show that Todashev resided in nearby Watertown, Mass. last year.</p>
<p>Tamerlan Tsarnaev&#8217;s younger brother, Dzhokhar, survived the shootout with police and is now charged with carrying out the attack that killed three people and wounded more than 260 in downtown Boston. He is also charged in the slaying of an MIT police officer days later.</p>
<p>Several of Todashev&#8217;s former roommates who were questioned by the FBI said he knew Tamerlan Tsarnaev, an aspiring boxer, from mixed martial arts fighting in Boston and that the FBI was asking about him.</p>
<p>&#8220;He&#8217;s a regular guy, nothing wrong,&#8221; Saeed Dunkaev said of Todashev.</p>
<p>Todashev had lived on and off with other Chechens in the Orlando suburb of Kissimmee and had moved to Orlando more recently, friends said.</p>
<p>Investigators have been trying to establish the scope of the plot. In addition, authorities in Massachusetts said they would investigate whether Tamerlan Tsarnaev had any connection to the unsolved 2011 deaths in the Boston suburb of Waltham, where three men were found in an apartment, their throats slit and marijuana sprinkled over their bodies. One of the victims was a boxer and a friend of Tsarnaev&#8217;s.</p>
<p>Two officials who were briefed on the investigation said Todashev made statements, while he was being interviewed by the FBI and Massachusetts state police, implicating himself as having been involved in the 2011 Waltham slayings. Neither of the officials, one of whom had earlier told The Associated Press there was no new information on Todashev lunging at the agent, knew whether Todashev had also implicated Tamerlan Tsarnaev in the killings. The two people, a federal law enforcement official and a Massachusetts state official, spoke on condition of anonymity because they were not authorized to release details of the investigation.</p>
<p>Neither official was sure of the extent of Todashev&#8217;s supposed involvement.</p>
<p>Police records suggest Todashev had a hot temper, with arrests in a road rage incident and, more recently, in a fight over a parking space.</p>
<p>Muslin Chapkhanov, another former roommate, said Todashev knew the older Tsarnaev brother. Todashev &#8220;was living in Boston and I think he trained with him,&#8221; Chapkhanov said.</p>
<p>Former roommate Khusen Taramov said the FBI was asking questions about a conversation Todashev had with the older bombing suspect a month before the Boston Marathon attack.</p>
<p>The ex-roommate said Todashev shared the substance of his previous conversations with investigators with him and that he was completely forthcoming, saying that the conversation covered basic how&#8217;s-your-life kinds of topics.</p>
<p>It&#8217;s why he was surprised that Wednesday&#8217;s interview ended the way it did.</p>
<p>&#8220;He told them everything,&#8221; Taramov said. &#8220;He told everything he knew&#8230;I don&#8217;t know why that (the shooting) happened. It&#8217;s crazy.&#8221;</p>
<p>Taramov said Todashev was afraid before Wednesday&#8217;s interview as well.</p>
<p>&#8220;That&#8217;s what he asked me before he pretty much died,&#8221; Taramov said. &#8220;He asked me, &#8216;If something happens can you go out and tell all the truth. What exactly happened.&#8217;&#8221;</p>
<p>Like Todashev, the Tsarnaev brothers have roots in the turbulent Russian regions of Dagestan and Chechnya, which have become recruiting grounds for Islamic extremists. Investigators have said the brothers carried out the Boston bombing in retaliation for the U.S. wars in Iraq and Afghanistan.</p>
<p>An FBI team was dispatched from Washington to review the shooting, standard procedure in such cases.</p>
<p>Todashev was arrested earlier this month on a charge of aggravated battery after getting into a fight over a parking spot with two men — a father and son — at an Orlando shopping mall. The son was hospitalized with a split lip and several teeth knocked out, according to a sheriff&#8217;s report. Todashev claimed self-defence.</p>
<p>&#8220;Also by his own admission Todashev was recently a former mixed martial arts fighter,&#8221; the arresting deputy said in his report. &#8220;This skill puts his fighting ability way above that of a normal person.&#8221;</p>
<p>Todashev was released on $3,500 bail after his May 4 arrest. His attorney, Alain Rivas, didn&#8217;t immediately respond to a call for comment Wednesday.</p>
<p>Todashev was also arrested by Boston police in 2010 after a road rage incident. Witnesses told police that he argued with two other drivers and cut them off with his vehicle. According to a police report, he yelled, &#8220;You say something about my mother, I will kill you.&#8221;</p>

			<content:encoded><![CDATA[<p>MOORE, Okla. &#8211; Rescue workers raced to complete the search for survivors and the dead in the Oklahoma City suburb where a mammoth tornado destroyed countless homes, cleared lots down to bare red earth and claimed 24 lives, including those of nine children.</p>
<p>Scientists concluded the storm was a rare and extraordinarily powerful type of twister known as an EF5, ranking it at the top of the enhanced Fujita scale used to measure tornado strength. Those twisters are capable of lifting reinforced buildings off the ground, hurling cars like missiles and stripping trees completely free of bark.</p>
<p>After nearly 24 hours of searching, Moore&#8217;s fire chief said he was confident there were no more bodies or survivors in the rubble.</p>
<p>&#8220;I&#8217;m 98 per cent sure we&#8217;re good,&#8221; Gary Bird said Tuesday at a news conference with the governor, who had just completed an aerial tour of the disaster zone.</p>
<p>Authorities were so focused on the search effort that they had yet to establish the full scope of damage along the storm&#8217;s long, ruinous path.</p>
<p>They did not know how many homes were gone or how many families had been displaced. Emergency crews had trouble navigating devastated neighbourhoods because there were no street signs left. Some rescuers used smartphones or GPS devices to guide them through areas with no recognizable landmarks.</p>
<p>The death toll was revised downward from 51 after the state medical examiner said some victims may have been counted twice in the confusion. More than 200 people were treated at area hospitals.</p>
<p>By Tuesday afternoon, every damaged home in Moore had been searched at least once, Bird said. His goal was to conduct three searches of each building just to be certain there were no more bodies or survivors.</p>
<p>The fire chief was hopeful that could be completed before nightfall but efforts were being hampered by heavy rain.</p>
<p>Crews also continued a brick-by-brick search of the rubble of a school that was blown apart with many children inside.</p>
<p>No additional survivors or bodies have been found since Monday night, Bird said.</p>
<p>Survivors emerged with harrowing accounts of the storm&#8217;s wrath, which many endured as they shielded loved ones.</p>
<p>Chelsie McCumber grabbed her 2-year-old son, Ethan, wrapped him in jackets and covered him with a mattress before they squeezed into a coat closet of their house. McCumber sang to her child when he complained it was getting hot inside the small space.</p>
<p>&#8220;I told him we&#8217;re going to play tent in the closet,&#8221; McCumber said, beginning to cry.</p>
<p>&#8220;I just felt air so I knew the roof was gone,&#8221; she said Tuesday, standing under the sky where her roof should have been. The home was littered with wet grey insulation and all of their belongings.</p>
<p>&#8220;Time just kind of stood still&#8221; in the closet, she recalled. &#8220;I was kind of holding my breath thinking this isn&#8217;t the worst of it. I didn&#8217;t think that was it. I kept waiting for it to get worse.&#8221;</p>
<p>&#8220;When I got out, it was worse than I thought,&#8221; she said.</p>
<p>Oklahoma Gov. Mary Fallin lamented the loss of life, especially of the nine children killed, but she celebrated the town&#8217;s resilience.</p>
<p>&#8220;We will rebuild, and we will regain our strength,&#8221; Fallin said.</p>
<p>From the air, large stretches of the town could be seen where every home had been cut to pieces. Some homes were sucked off their concrete slabs. A pond was filled with piles of wood and an overturned trailer.</p>
<p>Also visible were large patches of red earth where the tornado scoured the land down to the soil. Some tree trunks were still standing, but the winds ripped away their leaves, limbs and bark.</p>
<p>In revising its estimate of the storm&#8217;s power, the National Weather Service said the tornado, which was on the ground for 40 minutes, was a top-of-the-scale EF5 twister with winds of at least 200 mph (320 kph).</p>
<p>The agency upgraded the tornado from an EF4 based on reports from a damage-assessment team, said spokeswoman Keli Pirtle. Monday&#8217;s twister was at least a half-mile (nearly a kilometre) wide, and it was the first EF5 tornado of 2013.</p>
<p>Other search-and-rescue teams focused their efforts at Plaza Towers Elementary School, where the storm ripped off the roof, knocked down walls and destroyed the playground as students and teachers huddled in hallways and bathrooms.</p>
<p>Seven of the nine dead children were killed at the school, but several students were pulled alive from under a collapsed wall and other heaps of mangled debris. Rescue workers passed the survivors down a human chain of parents and neighbourhood volunteers. Parents carried children in their arms to a triage centre in the parking lot. Some students looked dazed, others terrified.</p>
<p>Plaza Towers and another school in Oklahoma City that was not as severely damaged did not have reinforced storm shelters, or safe rooms, said Albert Ashwood, director of the Oklahoma Department of Emergency Management.</p>
<p>More than 100 schools across the state do have safe rooms, he said. He added that a shelter would not necessarily have saved more lives at Plaza Towers.</p>
<p>Officials were still trying to account for a handful of children not found at the school who may have gone home early with their parents, Bird said Tuesday.</p>
<p>President Barack Obama pledged to provide federal help and mourned the death of young children who were killed while &#8220;trying to take shelter in the safest place they knew — their school.&#8221;</p>
<p>Moore has been one of the fastest-growing suburbs of Oklahoma City, attracting middle-income families and young couples looking for stable schools and affordable housing. Many residents commute to jobs in Oklahoma City or to nearby Tinker Air Force Base.</p>

<p>Last week, Premier Kathleen Wynne agreed to Horwath&#8217;s extra demand for a financial accountability office, modelled on the parliamentary budget office in Ottawa.</p>
<p>Horwath has also asked for ombudsman oversight of the health-care sector, such as hospitals and nursing homes, and a halt to so-called high-occupancy toll lanes.</p>

<p>The worst-hit city Wednesday was Granbury, where authorities say a deadly tornado tore through two neighbourhoods.</p>
<p>The same storm spawned another tornado that storm spotters told the National Weather Service was a mile wide. That twister tore through part of Cleburne, about 25 miles southeast of Granbury.</p>
<p>Cleburne Mayor Scott Cain said he had no reports of fatalities and had no estimate of the number of injuries. However, he said his inspection of the affected neighbourhood in the southwestern part of his city revealed dozens of homes destroyed or severely damaged.</p>
