Mannequin along for the ride in HOV lane, driver charged

Ontario Provincial Police call it a car pool fail.
On Thursday morning, Police nabbed a driver trying to pass off a mannequin in his car as a passenger while travelling in an HOV lane on the QEW.
The mannequin was sporting a scarf and sunglasses.
The motorist is charged with improper use of the HOV lanes.
